MnO2 + 4 HCl -------> MnCl2 + Cl2 + 2H2O

In given reaction, oxidation number of MnO2 decreases and oxidation number of HCl increases.

Therefore MnO2 reduced and it act as an oxidant whereas HCl oxidised and it act as reductant.
