a) The horse and the wagon were waiting for Jess.
b) They were outside the wall as Jess was inside the cemetery digging up the grave of Henry Armstrong.

potterhead1lupin: Personally I think it was waiting for the medical students cause Jess has been working there for a long time. He will be having his house next to the cemetary.
potterhead1lupin: And maybe there was someone inside the wagoner to alert if anyone is coming and maybe to carry the body of Henry
limmq: I guess it was because they wanted to reduce the suspicion of passerby's if any

Answer:

“One Summer Night” is a short story written by "Ambrose Bierce", an American African man and a person named, "Henry Armstrong" who has been buried but not dead.

Explanation:

The "horse and the wagon" were waiting for Henry Armstrong. They were waiting outside the cemetery fence to welcome the buried but still alive, Henry Armstrong.

On the next day, the "same horse and the wagon" were waiting outside the wall because Jess, a cemetery employee came with the body of Henry Armstrong to collect his pay for the same thing.
