We know that tangents drawn from an external point of a circle are equal.

Now,

BP = PK ....(1)

KQ = QC ....(2)

AB = AC ....(3)

Perimeter of APC = AP+PC+CA

=> AP + PK + KQ + CA [ PQ = PK + KQ ]

=> AP + BP + CQ + CA [ FROM (1) & (2) , BP = PK & KQ = QC ]

=>AB + AC

=> 2AB [ FROM (3) , AB = AC ]

=>2AB = 15 cm

=>AB = 7.5 cm
