in those days powerful people had their own rule and were also able to tax other farmers traders and artisans can powerful people do this now.Why.

No they can not. As rules and regulations are made and government is responsible to implement those and if some one tries to apply their own rules the judiciary system can punish those people.

No, they can't do this now. They wouldn't have their own rule now as there is the rule of law which is embodied in the Constitution. Both the govt. and citizens know the law and obey it.  

They can't levy tax upon people as today only the elected legislative and executive bodies can levy tax on the people including the powerful people.  

Despite if the powerful people try to tax people, they can be punished according to the rule of law.
