We all know, snow acts as an insulator of heat.  Due to lack of snowfall heat escaped from the surface of the earth and beneath pulling the temperature down.

In the USA it happened, and the water in the buried pipes froze and expanded and burst the pipes releasing the latent heat, making it a disaster.
