In water we see our image and light rays falling on the surface of water refract also. How this reflection and refraction occur simultaneously?? please can anyone explain

as light falls on water , water acts as a reflecter and reflects light ,due to which we can see our image ànd the light rays falls on it . eg-we can't see our face in water at night,but we see at morning.
