After implementation of 6th Pay Commission recommendations, number of years of service required for eligibility for full pension was reduced from 33 years to 20 years. As 6th CPC recommendations were implemented with effect from 1st January 2006, the reduction in number of years of service for full pension was not made applicable to Central Government Employees who had retired before 1st January 2006 (Pre 2006 Pensioners).

As per Office Memorandums F.No. 38/37/08-P&PW(A) dated 02.09.2008 and Office Memorandums F.No. 38/37/08-P&PW(A) 03.10.2008, 50% of Minimum pay in the 6th CPC revised Pay Scale (Full Pension) was allowed only in respect of Post 2006 Pensioners with 20 years of Service and in respect of Pre-2006 Pensioners who had not put in 33 years of service, Pro-rata pension was allowed on the basis of number of years of service completed by them.
