Precisely because of that reason viz. its geo-strategic location vis a vis the Indian Ocean. More than 65% of world's maritime trade, including essential energy requirements, pass through this ocean. Its Eastern and western choke-points are within easy Indian control.
Indian Ocean connects the Atlantic and Pacific Ocean littoral powers. Whoever controls the strategic sea-lanes linking them can leverage that localisation advantage, through appropriate power projection.
In order to exploit this strategic-reserves India has to develop appropriate and adequate hard power.
