To call a place as "Urban", some conditions are required which we do not see in rural place or in township.
The population of that place must be more than a minimum of 5000 with the population density more than at least 400 persons per square km. This makes the urban city dense enough for people to settle down. Also, more than 75% percent of male working population must be engaged in occupations which are of non-agricultural type as we find more of industries and factories in urban areas.
