From Newton's Law of gravity, gravitational force would only equal gravitational constant when the product of the masses involved equals the square of the distance between them.

F=G\dfrac{m_1m_2}{r^2}

G is the universal gravitational constant

If m_1=m_2=1\ kg and r = 1 m

F=G

So, when the both masses and distance between them is 1 kg and 1 meters respectively, then the gravitational force become equal to that of the gravitational constant.
