unlike European countries who go through primary then secondary then moving towards tertiary the same path is not followed by indian economy... our direct jump to tertiary does not creat employment which can utilise available human resources... country like india who is still developing country this shift is quite dangerous in near future...
There are many reasons for it like our current education system is not adequate enough to generate skilled workers and shift from primary sector i.e. agriculture and allied sector where around 60% population is employed doesn't have that much of skills to get job in service sector... industrialization which is secondary sector require physical workers and that human resources we have in ample amount in india currently..
for industrialization we need MMM i.e. man, machine, money but currently we have only man and other 2 Ms are lacking...
So to setup large industries are difficult to built and even if it built still at current stage latest technological advancements replace man with machines so the employment generation will be less..
so to give employment to larger mass and even for generations of new markets for new products we need innovation all these can be achieved only by small scale industries... though the marginal profit is less bt the investment it requires is also less..
as less investment they put focus on manual work rather than big machine work... which ultimately generate more employment even if person have less skill... where as service sector is more a vertual sector where man physical labour is not necessary... Growth and development both are different things growth is only about economy bt development is economy+ society (cost of livy, standard of living) and we need both...
our current priority is employment generation, development of skilled workers, stable economy and higher standard of living
