Phosphorous is a very reactive non metal element. If phosphorous is keptin open air, it reacts with the oxygen of air and catches fire. so in order to protect phosphorous from atmospheric air it is store in water. Another reason is generally non metals do react with water hencephosphorous is stored in water.
