Salicylic acid is hardly soluble in water. Selecting the procedure depends also on how much quantity you need to disolve. You can disolve max. ca. 2.5 g/liter at room temperature but this quantity increases up to ca. 78 g/liter at 100 C deg. Stirring on magnetic stirrer can fasten the solvation but not over its solubility limit. If heating is not disturbing for your process, better is to try dissolve in water with stirring and some heating rather than in alcohol.
