In which of the solvent water kerosene and cooking oil does the coal powder dissolve?

NONE of this. I cannot emphasise that enough. Some components of fresh or oxidised coal may wash out in water, kerosene or cooking oil but you will still have a handful of black material left that weighs almost as much as the starting material. You can boil powdered coal in diluted nitric or hydrochloric acid and it will not dissolve though some of the sulphur and mineral content will.
