The answer is Sarawak.

Malacca, Johor, Sarawak and Perak are Places in Malaysia. Diwali is a Hindu festival and is celebrated all over India. In Malaysia, Nearly 6% of population consists of Hindus and Diwali is celebrated in many parts of Malaysia. It is called Hari Diwali in Malaysia. So it is a public holiday for all regions of Malaysia except Sarawak.
