The velocity of the air stream is faster, so there's a wind-chill effect. When the higher velocity gas hits your palm, there is greater evaparative cooling of moist skin. It's the same reason air feels colder when the wind is blowing, or why an electric fan helps cool the body.
When you blow on the back of your hand with your mouth wide open, your breath feels warm. But if you partially close your mouth to form an “o” and then blow on your hand, your breath feels cool.
