There are mainly two situations when the governor and the president are allowed discretion or in other words to take action. In normal circumstances they are just figure heads and the power actually lies in the hands of PM(In case of the president) and CM(In case of the governor) and they work with the advice provided by their council of ministers. These two circumstances are-
a. When the lower house or Lol Sabka has lost its confidence from the government, in which case discretion is the only choice since dissolution of the government is totally our of consideration.
b. When no party has a clear majority.
