It became an official demand of the Indian National Congress in 1935, C. Rajagopalachari voiced the demand for a Constituent Assembly on 15 November 1939 based on adult franchise, and was accepted by the British in August 1940.

The British government accepted the demand in the 'August Offer' of 1940 and finally 'the Cripps Proposal' on the framing of constitution came out in 1942. Under the 'cabinet mission plan' the constituent assembly came into existence in November, 1946...
