The organizational change to turn the Congress party into a real mass political party was made for the first time in 1920.


The Rowlatt Act, the Jallianwallah Bagh massacre and the Khilafat issue occurred in 1919. Gandhiji asked the Congress to launch the Non-Cooperation Movement. A special session of the Congress was convened in September 1920 at Calcutta under the leadership of Lala Lajpat Rai to approve the scheme.

There was a mixed response from the leaders. Motilal Nehru and Ali brothers supported the Non-Cooperation resolution while Mrs. Annie Besant, Madan Mohan Malaviya and C.R. Das opposed it.

The resolution on Non-Cooperation was repeated again in the Nagpur session of the Congress held in December 1920. The resolution was ratified in this session.
