In winters, surrounding temperature is low, density of air near the ground is higher and humidity, i.e., the quantity of water vapour is also high.
Due to low temperatures, surfaces of car windows are cold. So, the water vapour on coming in contact with these cold surfaces, condenses, i.e., gets converted from vapour to liquid state, and is seen in the form of water droplets.
