Federal structure (adopted by USA) is the form where States which together form a country/Nation, are more powerful and Centre is weaker which means more responsibility lies with States to Form a "Nation" and counter various problems.
While, there is nothing like States in the Structure of Unitary (Adopted by UK), and Centre is the only one to govern and lead the Nation with all the powers vested in itself.

Answer:
Federal structure represents that all the States must come together to form a Nation. The states may or may not have their own individual state government, but they must be united under a Central Government of the nation. “India is "federal" in form and unitary in soul”. This is because, all the states in India, are united together with their own state governments, under one Central government to lead the nation.
