Coastal area of Andra Pradesh and majority of Tamil Nadu receives most of rainfall from this Monsoon. In- between area of Western and Eastern ghats called Deccan Plateau (dry area) receives very less rainfall from both Monsoons. Back to the question, It is Kerala which receives first rainfall.

"        India receives most of its rainfall from the winds of the southwest monsoons. These winds from the southern regions enter India's mainland and gradually flow into India's northern regions.

Since the winds of the North East Monsoon blow from land to sea, they are free of moisture and therefore do not cause rainfall in India. The mango showers are beneficial local winds because they bring the necessary rainfall that helps to mature mangoes and is important for tea and coffee plantations.
