Indianisation of Civil services was done by Lord Lytton

Robert Biwer-Lytton was an English statesman who served as Viceroy of India between the period of 1876 to 1880. Lytton was severely criticized during his time for handling the Great Famine of 1876. He was the person who promulgated the Vernacular Press Act in 1878 which gave him power to confiscate the local language news papers that publishing seditious material. The famous architect Edwin Lutyens, who created Delhi was his son-in-Law.
