Attraction is a phenomenon in which two bodies come closer to each other due to different forces (like Gravitational, Electric, Cohesive, Adhesive etc.)
Induction is a phenomenon in which some charge or field is induced in a body by any other electrically charged or magnetic body.
(With induction, we will be discussing about only electrical and magnetical forces) Attraction can occur if only some charges (opposite) are induced in the two bodies. When we bring a charged body near another body (not charged), induction will occur at first. Let's assume if the charged body is having positive charges, the uncharged body due to induction will have negative charges on the side facing the other charged body and positive charges on the opposite face (due to attraction and repulsion). So the distribution of charges took place in the uncharged body, and after that attraction of the bodies will occur. Same concept for the magnetic forces.
So we can say that Induction occurs before Attraction
