Inductive effect. In chemistry and physics, the inductive effectis an experimentally observableeffect of the transmission of charge through a chain of atoms in a molecule, resulting in a permanent dipole in a bond. It is present in a σ bond as opposed to the electromeric effect which is present on a π bond

Generally we called it as -I effect and +I effect
.It does transfer of sigma electrons
.weak force in comparison to Hyperconjugation or resonance
