Instruction for to Use Power Bank at First Time
1) I recently bought power bank (11000 mAh) for mobile. Someone said to completely full charge the power bank before using for first time. Is it right? 2) For the first time usage, do I have to completely discharge the power bank or I have to recharge whenever necessary for first time usage?

No need of discharging it recharging just use it directly. no need just plug USB and connect to your device

When you buy a brand new power bank (or any other rechargeable device), it does not come 100% charged. This is due to a couple of reasons: 1)Energy saving on manufacturer end (2) To ensure it remains usable during and after shelf life.

So when you get it into your hands for the first time, you are never sure as to how much of power still remains. Hence it is recommended to charge it 100% before 1st use.

For the first time use or anytime use, it is recommended that you put the device on recharge only if the remaining charge drops below 40%. Shallow or deep charges should be avoided to maximize the life of the power bank. This means that if the remaining charge drops to 70%, don't overcharge. Keeping the charge between 40% and 80% is a good rule to prolong battery life.
