See, an "intellectual" is someone who thinks about stuff all day long and then rights a stuffy (and meaningless) paper about it. A "genius" is someone who is gifted in some way; usually, people described as geniuses are very intelligent, but genius could take the form of musical talent or something else. 

This quote is saying that while some people claim to be smart and solve great problems, others, who aren't necessarily smart, fix them before they become problems, and usually don't get as much recognition for it.
