You’ll have to understand that your statement is not a ‘Yes’ or ‘No’ question and does not relate to such simplistic binaries.

While in theory, it sounds almost logical that small or underdeveloped nations can resort to International Trade to counter their deficit but on the other hand you have well endowed examples of many African countries where they are still reeling under national debts of many countries and unable to get to the balance of trade aspect in check. This overall ruins the economic health of the respective countries.

This in turn cannot also be the sole reason for any small or under-developed economy to completely shut off International trade with other countries as they still need to have a sustainable economy to plough back the returns on Exports if any.
