This programme was first conceived in early 1980s and throughly studied by the ministry of finance led by finance minister Ghulam lshaq khan and Mahbub-ul-Haq and was implemented first by pakistan muslim league and the PM Nawaz sharif as part of the privatisation programme in 1990
