Electricity is carried through ions. In the solid state, due to rigid structure of the compounds, ions cannot flow.
Since, ions are unable to flow, no electric current is carried through it.
However, in liquid and molten state, the strong bonds of the compound breaks and hence, formation of ions takes place. These ions carry electric current.
In a nutshell, due to strong forces of attraction between molecules in the solid state, no formation of ions takes place and hence no current is carried.
