Iron particles do not float on water while iron fillings float because iron particles have higher density than the solution while in iron fillings it is vice versa

Actually they do not float. The surface tension of water can hold small and light weight. As the iron fillings are small and light enough not to break the surface tension of water, they just lie on the water. If you puushed them to the bottom of the water, they will stay there.
