This poem describes about the tiger which is in the zoo. The Irony of the poem is two things, one is the tiger present in the zoo and the other is tiger actual or real habits.
The real habits of tiger can be shown in forest only, but it is taken out. The author wants to keep the tiger in the forest only. The author describing appearance of the tiger, its movements and comparing it with the life if it is in forest.
