Is 0.3 the reciprocal of 3 1 by 3 ?
Is 1 the multiplicative identity for integers?

3 1/3 is nothing but 10/3
its reciprocal is 3/10 which is 0.3
a multiplicative identity exists in such a way that when we multiply any number with it , we must get the number itself
any number multiplied with 1 will give the number itself.
hence 1 is the multiplicative identity of integers.
