if yes why??

yes it is correct because anything with power 1/2 can be written as sqr root of that and you can also write it
√-4=2i

yes it's equal bcoz:

1 \div 2 \: is \: equal \: to \:  \sqrt{}  \\ so \:  { - 4}^{1 \div  \:2}  =   \sqrt{ - 4} =  \sqrt{ 4i {}^{2} }  = 2i  \\ i {}^{2}  =  - 1 \\  {i}^{4}  = 1 \\ hope \: its \: helpful
