Is a body momentarily at rest when it reverses its direction of velocity??

Yes it is at rest when it changes it's velocity. A body changes it's velocity only when a net external force is acting on it. At the point of time during the change of velocity when the net external force becomes 0, the body comes to rest, though for just a moment.
