Nope they are not same as for goal we are determined but for wish we are just thinking about it and kinda like we are hoping for miracle.
Ex. I want to be I.A.S officer. That's my goal as I am determined to it. But if I say I wish to be PM of India it is just a wish as I am not trying to be PM. I am just sitting for a miracle to happen

A goal is something you can achieve with hard work.
A wish is something that can happen without working.
A wish is a desire or hope for something to happen
