Bleaching powder,i.e.calium oxychloride or calcium hypochlorite,Ca(ClO)2, when put into water,hydrolyses to some extent forming weak acid,hypochlorous acid and comparatively strong base, calcium hydroxide and hence it is basic in nature.

Ca(ClO)2+2H2O=Ca(OH)2+2HClO.
