Responsible refers to the duity that the government should do in favour if the citizen and it's work should b in a responsible way as expected by the citizens.
Legitimate government refers to acceptance of the work done by the government, by the constitution. That means it should b favourable to the constitution.
So democratic govt. Is accountable, responsible and legitimate.
