electronegativity is the capacity of any elements which attract bond pair towards itself . it is dimensional less quantity .
if you see Fluorine have maximum electronegativity , if this combined with low electronegative elements , then generally two type of bond form ,
example :-
F combine with H then iconic bond exist , but if F combine with Cl covalent bond exist , this is why ?
reason :- if you see deeply , you will found that electronegativity difference is high in H- F but low in F-Cl , so , this phenomena occur .

according to above example we can say that bond type depend upon difference their electronegativity. if electronegativity is high then , bond will be form ionic or electrovalent but electronegativity difference is low then , covalent bond will be form .

in other way we can say that covalend bond inversely proportional to electronegativity difference between two atoms which is combinding .
