Is it mirror or lens?

If mirror, the focal length is same in all mediums.

If lens, then then it changes according to the medium for example if it is kept in a medium greater than its own refractive index then a converging lens behaves like a diverging lens and when a convex lens is kept in water then it appears that the focal length has increased.

Physically there is no change in focal length of a lens.
