no mathematically Heisenberg uncertainty principle is not valid for stationary electron then it will means that there is no change of velocity and momentum and the product of displacement and change in momentum will become zero and this is prove a non zero negative quantity less than or equal to zero which is wrong and will also violate the basic definition of Heisenberg uncertainty principle because it says that it is impossible to have 100% accuracy in determining the momentum and position of microscopic particle simultaneously and if the electron is at rest it means at that point you are defining hundred percent accuracy in momentum and its position)
