Potential difference is directly proportional to current or current directly proportional to potential difference is the same thing.

Actually I depends on V. which is quite understandable. As current needs a potential difference and free electrons ( or ions in case of electrolytic solutions). As we increase the voltage current gets increased but we can not do the reverse ( increase voltage by increasing current) which is obvious.
