The educational qualification required to apply for the IAS is GRADUATION FROM ANY STREAM.
The two year program that you have mentioned above is definitely not the graduation,then you are not applicable for the IAS.The straight and simple calculation is you need to have a graduation from any stream,means a either minimum of year course or a year course(B.TECH,B.E).
Other than that no other discussions,as you only had two year program in IIT-JEE,you are not a graduate and hence not applicable for the IAS
