Yes.

India as a whole represents all its citizens. Even though there are elections, there are no worthy candidates. Many social problems still prevail.

So the government of India is lacking, party regardless.

But we have to remember that we as citizens also have a hand in India's situation. So both the government and the citizens should join hands to make India better.
