Yes

Twinkling of stars is a phenomena caused by atmospheric refraction. Stars are very far away from us. Thus, they act as a point size source of light from the object. When light ray enters the earth's atmosphere, it refracts due to change in density of medium caused by different layers of atmosphere. Changes in atmospheric composition causes the light from star to fade and bright. Thus, it looks as the stars are twinkling.
