It is not easy to make changes to this power sharing arrangement. The Parliament cannot on its own change this arrangement. Any change to it has to be first passed by both the Houses of Parliament with at least two-thirds majority. Then it has to be ratified by the legislatures of at least half of the total States.

Answer:

It is difficult to make changes in power-sharing arrangement between the Union government and the State government. The Parliament alone cannot make the changes. Any proposal has to be first approved by both houses of the Parliament, the Rajya Sabha and the Lok Sabha. Any decision has to be approved by at least two-thirds of the majority. Then the proposed change has to be approved by the legislatures of at least half of the total states.
