No it is not ok, if all the environments are not consistent to develop, by being within a SDLC life cycle model. It is mandatory to follow a development life cycle model, in the process of developing applications.

Explanation:

When a small program is to be build, then it can be built without having any life cycle model, but when the programs are built in a large scale, then if the rules and regulations of any life cycle model is not followed, then ultimately the development process has to be terminated, due many unrecognized complexities.
