Is it possible for any country to divide the powers upto lower level? Give your views

1) well, it is absolutely possible for many country to divide it's power up-to lower level, I. e gram panchayat

2) while, dividing power up-to lower level, it might be easy for democratic government to rule the country by more easier mean with dignity at all leve,l from upper body to lower level.

3) India is it's self an example of such counter, after amendment.
