Number of protons =12
So atomic number of element is 12.
In neutral atom, number of protons = number of electrons[ as atom is electrically neutral].
Hence number of electrons will be =12
conclusion:
It is  not possible in a neutral atom to have 12 protons and 13 electrons.
But in an ion, it can be possible.
