It is not possible to have a constant rate of change of velocity, if velocity changes both in direction and magnitude, continuously.

If velocity changes direction, then acceleration has a different direction than velocity.  Then again velocity changes direction, the acceleration has a different direction again.   Hence,  acceleration is not constant, as it is a vector quantity and has both magnitude and direction.
